A test depending on the risk score of the land area for testing the land area to ascertain physical characteristics of the land area is identified and the land area is tested according to the test to ascertain the physical characteristics of the land area and determine therefrom the chance for vegetation on the land area to be sustained. A plan to remediate the land area depending on the risk score and/or on the physical characteristics may be developed. The database may have a listing of candidate solar facility land sites and risk scores.
