The industrial personal computer and the PLC logic controller are respectively connected with the automatic dispensing system and the recovery management system through signal lines; the industrial personal computer is electrically connected with the PLC logic controller and the camera; the automatic medicine dispensing system comprises a medicine dispensing module, a grating sensor and a lifting medicine discharging device; the recovery management system comprises a magnet control panel, a medicine storage location and an electromagnet used for controlling opening and closing of the medicine storage location. The industrial personal computer and the PLC are used for controlling the automatic medicine dispensing system and the recycling management system to conduct automatic medicine dispensing and empty bottle recycling operation respectively; a camera for monitoring is arranged, so that 24-hour uninterrupted monitoring is carried out; the functions of fingerprint identification, digital password double locking, medicine rechecking and the like are achieved; and strict management of toxic and hemp essence medicines in an operating room is further standardized.
