The reel device guides the industrial hemp into an upper header, the upper cutting device cuts leaves of the industrial hemp, the upper packing auger rolls the cut industrial hemp into a spike head stacking room in a harvesting vehicle through the upper discharging port, a lower cutting device is arranged at the front end of a lower header, and a lower discharging port is formed at the rear end of the lower header. A lower packing auger, a conveying roller, a feeding roller and a material crushing hob are sequentially arrangedin the middle, the lower cutting device cuts stems of the industrial hemp, the lower packing auger rolls the cut industrial hemp into the conveying roller, then the conveying roller rolls the cut industrial hemp into the feeding roller to be flattened, and then the material crushing hob crushes the cut industrial hemp and then conveys the crushed industrial hemp into a stalk stacking room in theharvesting vehicle. Layered cutting is integrally achieved, and efficiency is improved.
