The harl pretreatment slivering device comprises a hemp matching unit, a sorting unit, a drafting unit, a carding unit and a drafting and combining unit which are connected in sequence, wherein the hemp matching unit comprises a buncher, and the sorting unit comprises a plurality of brush rollers; the drafting unit comprisesat least two synchronously rotatable curling rollers, and the carding unit comprises 2 to 4 groups of gilling rollers, transfer licker rollers and cleaning brush rollers; the drafting and combining unit comprises 1 to 3 groups of drafting rollers. The device and method disclosed by the invention are suitable for pre-combing and slivering of various types of hemp fibers, and the prepared sliver product has a low rate of short staple fiber, controllable fiber length, less impurities, uniform and straight evenness, high splitting degree and uniform noil length. The hemp strips combed by the method disclosed by the invention can be directly used in the textile process, and the effective separation of the hemp fiber of different lengths and thicknesses is realized.
