More specifically, the present invention relates to a fermented hemp stem liquid having excellent antioxidant activity, anti-inflammatory activity, nitrite scavenging activity and reduced cytotoxicity by fermenting hemp stems exhibiting various useful physiological activities such as blood circulation improvement, anti-diabetes, antioxidant, anti-inflammatory, anti-wrinkle alleviating activity, and the like with pediococcus pentosaceus lactic acid bacteria, and a functional cosmetic composition comprising the fermented hemp stem liquid. According to the present invention, the fermented liquid of hemp stem lactic acid bacteria with reduced cytotoxic effects while increasing antioxidant and anti-inflammatory activities shows stronger antioxidant and anti-inflammatory activities than hemp stems, but does not show cytotoxicity of the hemp stem extract, thereby being applied to the manufacture of functional cosmetics.
