More specifically, the invention relates to a fermented cannabis stem extract with Lactobacillus koreenisis lactic acid bacteria, in which cannabis stems exhibiting various useful physiological activities such as blood circulation improvement, anti-diabetic, antioxidant, anti-inflammatory, and wrinkle improvement activities are fermented to produce an extract with excellent antioxidant, anti-inflammatory, and nitrite scavenging activities while having reduced cytotoxicity, and to a functional cosmetic composition containing the fermented cannabis stem extract. The fermented cannabis stem extract with lactic acid bacteria according to the present invention, which has increased antioxidant and anti-inflammatory activities and reduced cytotoxic effects, exhibits stronger antioxidant and anti-inflammatory activities than cannabis stems, yet does not exhibit the cytotoxicity associated with cannabis stem extracts, and can therefore be applied to the manufacture of functional cosmetics.
