The invention aims to provide an adhesive for manufacturing hemp paper. In order to solve the technical problems, the technical scheme is as follows: the adhesive is a mixture of modified starch and an acrylamide polymer in a mass ratio of (1-5):1, wherein the modified starch is tertiary amine alkyl starch or quaternary amine starch; and the molecular weight of the acrylamide polymer is 5000-8000. The adhesive is used for manufacturing hemp paper, and solves the problem of binding of paper or partial paper caused by improper use of the existing cationic starch as the adhesive.
