By calculating the efficiency value of each decision-making unit, the efficiency bottleneck of the island city in the circular economy can be identified, the slack variable result is further analyzed, the influence degree of the bottleneck on the overall efficiency is further quantified, and therefore a targeted resource optimization configuration strategy is formulated. Therefore, maximum utilization and minimum waste of resources in island city circular economy are ensured.
