A hardware-backed execution-finality architecture is disclosed for sovereign AI infrastructure, GPU fabrics, AI-native telecommunications, satellite networks, and CBDC settlement infrastructure. The architecture enforces a fail-closed model wherein a Candidate Act generated by a GPU cluster, artificial intelligence system, or digital wallet is held in a non-effective state prior to egress. Within a protected enforcement domain, the Candidate Act is canonicalized into a machine-verifiable descriptor, technical authority predicates are validated, and a tamper-evident validation receipt is committed atomically with capability release. Upon successful validation, a scoped, non-bearer capability is issued and subsequently verified by a hardware-rooted Finality Sink before external effectuation. By decoupling rigorous authority validation from high-speed verification, the system enables line-rate cryptographic enforcement across GPU interconnects, data-processing units, satellite egress points, and CBDC ledgers. The architecture thereby technically gates the transition from computational intent to external consequence, ensuring computation alone does not impart authority.
