The method comprises the steps of obtaining a to-be-labeled first data set, wherein the first data set is to-be-labeled data in a city big data management database; inputting the first data set into a target data annotation model to enable the target data annotation model to generate a pre-annotation label of first data in the first data set; the first data and the pre-labeled label are uploaded to a block chain platform; sending the first data and the pre-annotation label to a data annotation revision end through the block chain platform, so that the data annotation revision end revises the wrong pre-annotation label, and generates a revision result; the revision result is uploaded to the block chain platform; and the revision result is sent to a data annotation quality inspection end through a block chain platform, so that the data annotation quality inspection end inspects the accuracy of the revision result, and a quality inspection report is generated and uploaded to the block chain platform.
