The control chip comprises a UART sending pin, and the UART sending pin is electrically connected to the UART receiving pin. The level conversion module is electrically connected to the UART sending pin and the PSM awakening pin and is used for carrying out level conversion on the signal output by the UART sending pin so as to awaken the NB-IoT module to exitthe PSM mode through the signal subjected to level conversion. The invention also provides an IoT device. According to the awakening circuit and the IoT device, the NB-IoT module can be directly awakened through the UART, and the awakening operation is convenient.
