The invention relates to the processing of digital data using electrical devices comprising the connection of storage devices, input-output devices, central processor devices and devices for transmitting information or other signals between these devices, said electrical devices being intended for use in systems for global monitoring and control of energy resources on the basis of IoT technology. The proposed controller comprises, incorporated into a common housing, an input-output module (1), which is at the same time a motherboard, a system module (2) installed immovably on the motherboard, and also a connector, which is installed on the motherboard and is intended for the installation of a communication module (3) on the motherboard. Furthermore, the input-output module (1), the system module (2) and the communication module (3) (if installed) are electrically interconnected via the motherboard such that the input-output module (1) and the communication module (3) (if installed) operate under direct control of the system module (2).
