The embodiment of the invention further provides a corresponding communication device. According to the technical scheme provided by the invention, the R14 capability can be configured for the first NB-IOT terminal when the first NB-IOT terminal initially accesses thenetwork, and the capability of the first NB-IOT terminal is identified when the first NB-IOT terminal performs PRACH access, so that additional time is not required to be consumed for querying core network equipment, the query time is saved, and the access delay is reduced.
