The IoT authenticating device comprises: an IoT terminal registering unit which receives information of an IoT terminal; an authentication request receiving unit which receives authentication of the IoT terminal; an IoT terminal inquiring unit which inquires the information of the registered IoT terminal based on information of a received IoT terminal; a user confirming unit which inquires user information of the smart device when an inquiry fails, requests confirmation of the IoT terminal to an inquired user terminal, receives a response of the user, and registers the information of the received IoT terminal when the received response of the user is confirmed; and an authentication result responding unit which successfully responds to an authentication result of the registered IoT terminal with the confirmation of the user. Therefore, the present invention changes from a non-authorized IoT terminal to the authorized IoT terminal with the confirmation of the user; and approves IoT communication connection only to the authorized IoT terminal.
