The signal tester is used for testing a detection parameter of a signal of the NB-IOT network. Thesignal tester comprises a shell and a test module set in the shell. The test module comprises a master control board, an NB-IOT communication unit which is used for receiving and transmitting an NB-IOT signal, a Bluetooth unit which is connected with a mobile phone and the NB-IOT communication unit, an NB-IOT USIM (Universal Subscriber Identity Module) card which is used for accessing an NB-IOT private network, and an antenna which is used for receiving a private NB-IOT band signal. The NB-IOT communication unit, the Bluetooth unit, the NB-IOT USIM card and the antenna are electrically connected with the master control board. According to the signal tester based on the NB-IOT network, a parameter value accessing the network can be tested. The signal tester based on the NB-IOT is employed and a signal test system based on the NB-IOT network is also contained.
