According to one aspect of the present invention, a method for allocating resources for minimizing transmission power by controlling transmission power in a system of a non-orthogonal multiple access (NOMA) IoT cellular network, the system comprises: a base station; an IoT device connected to the base station through uplink communication; and a control device for controlling transmission power for the IoT devices connected to the base station through communication, wherein the control device comprises: (a) a step of controlling, for all IoT devices connected to the base station, to minimize a sum of transmission powers of each IoT device while making the transmission rate of each IoT device equal to or higher than a threshold transmission rate; and (B) a step of controlling, for all IoT devices connected to the base station, to minimize a value of a maximum transmission power among the IoT devices while making the transmission rate of each IoT device equal to or higher than a threshold transmission rate.
