[Solution] A configuration wherein, when generating data of a virtual device via a portable virtual IoT device 7 on the basis of data accumulated by one or more physical devices 5 constituting an IoT, the virtual IoT device 7: acquires information related to the physical device 5 existing in a target area 3; acquires each item of data accumulated by the physical device 5 by, in the target area 3, on the basis of the information related to the physical device, connecting with the physical device 5 in a manner such that communication is possible; and generates the data of the virtual device on the basis of the accumulated data of the physical device 5.
