The method comprises the following steps: determining that the mobile NB-IoT base station is located in a coverage area of a neighbor NB-IoT base station; obtaining uplink and downlink time information of a neighbor NB-IoT base station; and performing uplink and downlink synchronization with the neighbor NB-IoT base station according to the uplink and downlink time information of the neighbor NB-IoT base station. By adoption of the scheme in the invention, uplink and downlink time frame synchronization between the mobile NB-IoT base stations and the surrounding fixed or mobile NB-IoT base stations can be realized, and signal interference between the NB-IoT base stations and between the NB-IoT terminals is avoided.
