According to one embodiment of the present invention, provided is a method of forming a basic distributed social group of semantic web-based IoT devices, and the method comprises: a step of allowing a new IoT device to access the basic social group made of a plurality of IoT devices; a step of allowing the new IoT device to check an IP address thereof; a step of allowing the IoT device to communicate with a plurality of IoT device forming a basic social group to search for an IoT device having a higher IP address which is the closest to IP address thereof; a step of registering the searched IoT device as a higher IoT device; a step of communicating with the plurality of IoT devices forming the basic social group and searching for an IoT device having a lower IP address which is the closest to IP address thereof; a step of registering the searched IoT device as a lower IoT device; and a step of forming the basic distributed social group with the new IoT device, and the higher IoT device and the lower IoT device, which are searched.
