The invention provides a low-power-consumption downlink communication system and method. The low-power-consumption downlink communication system comprises a server and a plurality of NB-iot terminalsadjacent to the server, wherein each NB-iot terminal is connected with one narrow area network wireless module, and any two NB-iot terminals communicate with each other through the narrow area networkwireless module; the NB-iot terminal is in a dormant state in a non-working state; after each NB-iot terminal uploads NB-iot data, an ACK data packet issued by the server is received, the current NB-iot terminal is informed about whether other dormant NB-iot terminals need to be awakened in the ACK data packet, the other dormant NB-iot terminals are awakened through a narrow area network wirelessmodule if the other dormant NB-iot terminals need to be awakened, and the ACK data packet is sent to the awakened NB-iot terminal together; otherwise, the current NB-iot end enters a dormant state.
