The method comprises the steps that a control side device obtains a management and control configuration template and function information of the IoT device, the management and control configuration template comprises an initial corresponding relation between at least one management and control scene and at least one function configuration, and the function configuration comprises function setting of a managed and controlled function of the IoT device; the control side device determines an effective management and control configuration according to the management and control configuration template and the function information, wherein the effective management and control configuration comprises an effective corresponding relationship between the management and control scene and the function configuration and an effective association relationship between the function configuration and the IoT device; and the control side equipment distributes the effective management and control configuration to the IoT equipment, and the effective management and control configuration is used for indicating that the working state of the IoT equipment is matched with the function configuration associated with the IoT equipment in the specified management and control scene.
