When executed by the processor, the application receives a rule set for enabling wireless communication service for a plurality of IoT devices, where the rule set associates service codes to quality of service (QoS) levels to be provided to the IoT devices, receives a message comprising a service code from the one of the IoT devices, identifies a QoS level in the rule set that matches the received service code, monitors the location of the one of the IoT devices, builds an eSIM profile based on the location of the one of the IoT devices and based on the QoS level that matches the received service code, and sends the eSIM profile to the one of the IoT devices.
