The integrated management apparatus for IoT control commands using cell access monitoring includes: a base station information storage unit for collecting cell IDs of IoT terminals and storing IoT terminal information connected to each base station and control command processing capacity information for processing a control command for each base station; a control command receiving unit for receiving an IoT terminal control command from a service server; a control command transmitting unit for transmitting an IoT terminal control command to a base station; a processing result receiving unit for receiving an IoT terminal control command execution result from an IoT terminal; and a job scheduler for, based on the capacity information for each base station stored in the base station information storage unit, the cell ID of the connected IoT terminal, the IoT terminal control command received from the control command receiving unit, and the IoT terminal control command execution result received from the processing result receiving unit, distributing jobs by base station cell ID to store and manage an IoT terminal control command being processed and an IoT terminal control command to be processed in each base station. According to the present invention, the service server can perform batch control of IoT terminals almost in real time, can efficiently process control commands of IoT terminals, and can provide smooth services to IoT terminals.
