The invention discloses a method for generating a context-aware IoT (Internet of Things) service scheduling strategy in a cloud environment. The method comprises the following steps: generating a plurality of IoT service instances, data distribution, user distribution and corresponding cloud environment instances; after coding, a matrix for describing IoT service instances, data distribution, user distribution and a cloud environment is obtained; inputting the IoT service instance, the data distribution, the user distribution and the cloud environment into a Workflow Sim, selecting a corresponding scheduling algorithm to obtain a scheduling strategy of the IoT service instance, and taking the corresponding scheduling strategy as a label of the IoT service instance; inputting the coded matrix and the label of the IoT service instance into a CNN model for training to obtain a prediction model of the IoT service instance scheduling strategy; the IoT service instance scheduling strategy prediction model obtained through training is used for conducting scheduling strategy prediction on codes, and the performance of the generated scheduling strategy and the performance of scheduling strategies generated through other algorithms are verified on a Workflow Sim platform. According to the invention, various dynamic factors influencing the IoT service performance are used as the context of the IoT service, and the context information of the IoT service is fully analyzed and utilized.
