The method is executed by a first device, and comprises: receiving a first signal sent by an A-IoT device or an A-IoT device group, wherein the first signal is an uplink UR signal sent by the A-IoT device on the basis of backscatter or actively sent by the A-IoT device; and performing radio resource management (RRM) measurement on the first signal to obtain a measurement value of a measurement quantity, wherein the measurement value is used for indicating the quality of a channel between the first device and the A-IoT device or the A-IoT device group. The present disclosure can perform RRM measurement on A-IoT devices, thereby determining the quality of a channel between the A-IoT devices or A-IoT device groups.
