The drone management terminal 200 includes: a machine learning part 23c having a learning model in which correlation between an NDVI value in a farm field and a spray amount of a spray material to the farm field is learned; an NDVI value calculation part 23a for calculating a current NDVI value in the farm field to be sprayed; and an optimal solution generation part 23d for inputting the current NDVI value, estimating an optimal value of the spray amount of the spray material according to the learning model, and outputting spray information defining the spray amount of the spray material to the farm field to be sprayed.
