The system comprises a mechanical water meter, an agriculture and animal husbandry irrigation water meter monitor device and an IOT monitor terminal, wherein the mechanical water meter is configured to measure and show current water extracting and using amount of an associated electromechanical well in an associated agriculture and animal husbandry irrigation region in real time, the agriculture and animal husbandry irrigation water meter monitor device is configured to collect water meter images and acquire water meter parameter information of an associated mechanical water meter, and packages and sends the water meter images and water meter parameter information to the IOTmonitor terminal, and the IOT monitor terminal is configured to analyze the water meter images and water meter parameter information included in the received packaged data so as to obtain real-time water amount reading information of a mechanical water meter associated with the packaged data, and add watermark information including the water meter parameter information to water meter images to store. Through adoption of the agriculture and animal husbandry irrigation water meter monitor system, water extracting and using amount of the mechanical water meter in a agriculture and animal husbandry irrigation scene is monitored online, so that use cost of the equipment is lowered, and data is monitored more accurately.
