The fluid impervious skin or sheath is sealed about the phenolic foam core. The pad is cut in one or more sections and soaked in formic acid fluid. Each section of pad is vertically hung in a bee space so as to downwardly dispose an exposed surface of the phenolic foam core to thereby evaporate acid at a uniform rate.
