An antimicrobial pad of the present invention may comprise polyurethane foam having pore voids of a predetermined size, and a microcapsule containing antimicrobials therein, provided to be encapsulated within the pore voids of the polyurethane foam. A toilet seat having an antimicrobial pad of the present invention may comprise a toilet seat body having a structure mounted in a toilet, and a toilet seat cover connected to the toilet seat body and has the antimicrobial pad.
