According to the method, the characteristics that high-temperature steam rapidly softens lignin, degrades hemicellulose and greatly weakens the binding force between fiber cells are utilized, the tobacco waste is treated through a steam explosion method, and then tobacco essential oil extraction and high-yield pulping are conducted. The steam explosion method not only serves as a pretreatment means for essential oil extraction, but also serves as a pretreatment means for mechanical pulping. Therefore, low-cost and environment-friendly comprehensive utilization of tobacco wastes (tobacco stalks and tobacco stems) is finally realized. The method has comprehensive and beneficial effects on the tobacco industry, the three-agriculture industry, the pulping and papermaking industry, environmental protection, the society and the like.
