The method comprises the following steps: (1) weighing hydrophilic colloid, adding the hydrophilic colloid into water, heating to melt the hydrophilic colloid, uniformly stirring, and cooling to room temperature to obtain a hydrophilic colloid solution with the mass concentration of 0.6 per mill to 2.0 per mill; (2) adding tobacco naked seeds into the hydrophilic colloidal solution prepared in the step (1), and uniformly stirring to obtain a tobacco naked seed suspension; (3) dropwise adding the tobacco naked seed suspension to the matrix surface of seedling holes by using a dibble seeding device. According to the invention, the tobacco field seedling sowing standard is improved, the sowing efficiency and the sowing uniformity are improved, and the operation difficulty and the tension degree of personnel are reduced.
