The invention relates to a method for preparing a water-soluble organic carbon fertilizer from tobacco waste, belonging to the technical field of agriculture. The water-soluble organic carbon fertilizer comprises the following components in parts by weight: 50-70 parts of a concentrated tobacco waste solution with a solid content of 42-48%, 0.2-0.5 part of a biological leavening agent, 21.7-46 parts of major elements, 0.8-0.85 part of medium elements, 2.0-2.5 parts of trace elements, 0.5-0.6 part of a pH buffer agent and 0.35 part of a stabilizer. The preparation method comprises the followingsteps: extracting water-soluble organic matters in the tobacco waste with hot water, conducting filtering, concentrating a filtrate, carrying out biological fermentation and chemical fermentation onthe concentrated solution, regulating the pH value of the concentrated solution,, adding the stabilizer, and carrying out grinding and packaging. The content of water-soluble organic carbon in the water-soluble organic carbon fertilizer obtained by the method exceeds 70 g/L, and the water-soluble organic carbon fertilizer has a certain effect on quality improvement and yield increase and also hasa certain insecticidal effect.
