The invention discloses a method for extracting high-purity nicotine from tobacco waste. The method comprises the following steps of: after grinding the tobacco waste, uniformly mixing the ground tobacco waste with lime and water, conveying the obtained product into a fermentation tank by a caterpillar band to ferment for 1 hour so as to obtain a fermented material, and then conveying the fermented material into a horizontal rotary extractor; simultaneously, spraying a solvent onto the fermented material by a pump, enabling the solvent to seep out of an isolation net at the lower end of the fermented material after permeating the fermented material layer, carrying out two-stage filtration including coarse filtration and fine filtration on extracting solution, and recovering the solvent toobtain a crude product nicotine; and conveying the crude product nicotine into a supergravity revolving bed to carry out separation. By using the method disclosed by the invention, the finally obtained product has a purity of over 99%; and the method has the advantages of large processing volume, low consumption for water, electricity, the solvent and labor hours, low one-time investment and the like.
