The wet bulb temperature sensor is wrapped in the hollow water-absorbing cotton sliver. Solid water-absorbing cotton slivers fill the interior of the hollow water-absorbing cotton slivers and the hollow part of the wet bulb temperature sensor, a guide pipe is arranged outside the hollow water-absorbing cotton sliver and is of a U-shaped hollow cylindrical structure, and an elastic strip is arranged at the end, close to the wet bulb temperature sensor, of the guide pipe. The water absorption characteristic of the composite water absorption cotton sliver is superior to that of a common cotton sliver, and the wet bulb temperature measurement precision is improved; the water absorption characteristic of the composite water absorption cotton sliver is reduced slowly, so that the aging of the cotton sliver is delayed, the frequency requirement for replacing the cotton sliver is reduced, and the maintenance labor cost is reduced; and the elastic strip and the counterweight are added outside the cotton sliver at the wet-bulb temperature sensor, so that the cotton sliver and the sensor can be tightly attached, and the wet-bulb temperature measurement error is reduced.
