An anionic powder seed coating agent wraps seeds initiated by anionic powder; then, an ordinary seed coating agent is used for wrapping. The preparation method is characterized in that (1) tobacco seeds, the anionic powder and water are put into an initiating container for initiating; (2) the anionic powder with the mass percent being 2 to 5 percent is added into the ordinary seed coating agent; an anionic seed coating agent is prepared; (3) a bonding agent is uniformly sprayed on the seed surfaces; uniform stirring is performed; then, the anionic seed coating agent is added; uniform stirring and seed coating are performed; (4) the ordinary seed coating agent is used for continuously performing seed coating processing; after screening, polishing, dyeing and drying, the anionic tobacco coating pelleted seed is obtained. After the technical scheme is adopted, the initiating effect can be effectively improved; the seed vigor is improved; the seed germination and the seedling growth are promoted; the seed germination time is short; the seedling emergence is regular; the seedling emergence rate is high.
