The candidate stop location extraction unit extracts candidate locations for stop locations where the vehicle is stopped for allowing boarding of a passenger wishing to board. The first travel time calculation unit calculates a first travel time, which is the time required for a passenger wishing to board to move to a candidate location. The second travel time calculation unit calculates a second travel time, which is the time required for the vehicle to move to the candidate location. The wait time calculation unit calculates a wait time of the vehicle at the candidate location on the basis of the first travel time and the second travel time. The stop location determination unit determines a candidate location as a stop location if the wait time is less than or equal to the predetermined stopping time for the candidate location.
