The present invention relates to an environment-friendly disinfectant composition, for preventing an infectious disease, having an excellent antimicrobial and deodorizing performance, and an environment-friendly disinfectant, for preventing an infectious disease, comprising same, the disinfectant composition comprising: 10 to 45 weight% of liquid sodium silicate; 10 to 45 weight% of one or more natural product-derived extracts selected from the group consisting of a green tea seed extract, a saururus extract, phytoncide oil, a pyroligneous acid, and a mixture thereof; and the remaining amount of distilled water. The liquid sodium silicate is prepared by means of a preparation method comprising: a material mixing step for mixing 0.001 to 0.01 parts by weight of molybdenum compound relative to 100 parts by weight of main material in which silica stone powder and sodium carbonate are mixed at a weight ratio of 1: 0.9 to 1; a heat-melting step for inputting the material, which has been mixed in the material mixing step, to a crucible and heat-melting at 2000-2200°C for 7 to 11 hours; a molten material cooling step for cooling the molten material which has been heat-melted in the heat-melting step; a grinding step for grinding the molten material, which has been cooled and solidified in the molten material cooling step, to an average particle diameter of 0.2 to 4.0 mm; a primary dissolving step for inputting 15 to 22 parts by weight of ground material, which has been ground in the grinding step, to 100 parts by weight of water and primarily dissolving at 100-120°C for 3 to 4 hours; a secondary dissolving step for inputting the dissolved material, which has been primarily dissolved in the primary dissolving step, to 180 to 250 parts by weight of water and secondarily dissolving at 100-120°C for 3 to 4 hours; and a step for obtaining liquid sodium silicate by cooling the dissolved material which has been secondarily dissolved in the secondary dissolving step. Therefore, the environment-friendly disinfectant composition minimizes the possibility of various bacteria or virus infections to effectively prevent and follow up on infectious diseases, and, particularly, is injected on agricultural wastes or animals which have been buried or died due to an infectious disease, to reduce odor and prevent secondary infection as well as ensure safety for human health and the environment and prevent environmental pollution.
