The system determines owner-imposed anti-theft locks and encumbrances and network-imposed device locks and encumbrances, which reduce or restrict device operability or prevent unauthorized transaction and device re-use. The system determines compatibility scores with intended operational locality. The system accesses, analyzes, and associates reports to devices, indicating ability of devices to be identified, differentiated, transacted, and operated as intended by new user.
